If I read that bylaw correctly you can have the one year sit out period for transferring for the following reasons:
A.) Health. If you had to move away from a school for health reasons... Doesn't apply to Seth I don't think B.) Recruiting violation. If the school broke a rule in your recruitment that you were not aware or complicit in, but still leaves you in eligible... Doesn't apply to Seth C.) No Postseason due to infractions. If the school got put on a bowl ban for the length of your entire future college career due to infractions... Doesn't apply to Seth D.) No Postseason due to academics. If the school got put on a bowl ban for the length of your entire future college career due to poor academics... Doesn't apply to Seth
So.... why is Seth getting a pass on the transfer year again???

OR, because Seth missed a lot of time due to what is likely some fabricated health issues... maybe they found a loophole there. With that said, happy trails Seth, it is for the best. You are a walking embodiment of the CGA era... a promise of greatness with no results.

Of course Meningitis is more like the chicken pox, someone who has had it tends to be immune going forward... It's logical to me that Seth is one of the SAFER students on campus right now... Oh well. Another way Seth embodies CGA... I SO BADLY wanted him to succeed, I really did, but he was his own worst enemy. Either through no fault of his own (he didn't TRY to get sick multiple times) or because he just couldn't control himself like a College Football player needs to. Every step forward was followed by two backwards. Make a great catch, wipe it out with a really obvious, terrible and dumb personal foul on the next play... Use your extreme athleticism to leap a defender once, try that same move in every play from there on out, and always forget that handing off is a part of the read option... I'm a QB damn it! No I am not I am a WR... I am going to OSU! Never mind no I am not, actually I am again now! Hoooooold on screw it I am out of here... I am sick! Oooooops, sick of the Corvallis PD! (Hey I TOTALLY agree with you on this one! Those guys suck ) Final way he embodies QA? Sure feels like he quit mid season and is now slinking off to another school in a shroud of mystery and shame. Maybe that is unfair, but that's the way it feels...

Is it possible that CGA or Cory Hall "ran off" Seth Collins? I don't recall the timing with him announcing his departure and the hiring of Smith.

They specifically cited the bylaw above which says nothing about being "Run off"... unless there is a new version that wasn't the first google result

The NCAA is so worried about getting sued they are bending over backwards to accommodate transfers, no matter how much they have to stretch their own rules (see Ennis, Dylan).
Good for him, and best of luck elsewhere. Not sure he embodies the "low ego, high output" philosophy anyway.
